I am in California. Have received a few of these, of late. Like unknown e-mail addresses, I do not answer.
Just got a call from this number. No one on the other end. Not sure if the other side hung up or if the call just ended. My best guess is that it is a person in the Dominican Republic calling me with a phone card or some sort of internet number, like MagicJack. I did redial the number and it was supposedly disconnected. That's a big clue that it's a calling card company.

My Husband just got a call from this # on his cell tonight, he said it was someone speaking spanish also & he just hung up. Be careful!!!!!! CHECK YOU PHONE BILL CAREFULLY. I just spoke to a man in Texes sunday he called me back becaause I had left a message on his voicemail that i had received a call from his # & i did't know who called, I had missed it. I didn't know if it was something my husband had ordered so I wanted to call back. It turns out this man told me that someone is using his tele # to make calls from a computer & he has gotten unbelievable phone bills from AT&T. They are using his # & calling from a computer so its impossible to trace who is doing it. I am not computer savvy but you would think with all the tech. today they could find out who & where the calls are being generated from. He told me this has been going on for a while. These JERKS obviously have too much time on thier hands & need to get a self respecting JOB. Be sure you don't end up with calls on your bill you didn't make. His next step was to contact the FBI.
