I also received the text to call due to un deliverable Citi mail, I do not have a Citi Account.
Got a call from them and I don't even have a citi card. Had to be a fraud
SCAMMER Call and Text on 02.24.16 -- First contact today was via text messaging from 800-950-5114. Saying "Citi Card mail was returned to us. Please call 800-950-5114 to update your address.. . . This was followed by an official looking 'Opt out' message. Later I received a call from 800-950-4114. I don't have any 'Citi Card,' and when I called the number back (out of curiosity), the message asked for an account number or a SOCIAL SECURITY NUMBER --- FRAUD ALERT!!!!
I just called the 800 number, and talked to some rep. who said they were CitiCard Customer service. They asked for card # ( I dont have a card), home phone ( won't give) Cell # ( I said you must have it if you sent this text). I gave the cell # and they couldn't find it in their system. I said how do I know you are CitiCard. He said check the phone # on my browser. I said how do you think I am talking to you. I called the 800 number from the text msg. The rep. finally said it might be a text that was not from CitiCard. I said if it is a phishing scam, why would they put your 800 number in it. He offered to connect me to their fraud division. I declined. If I get another text I may contact CitiCard fraud division separately.

It sucks. Scam calls are getting wilder than ever — they’re even spoofing IRCC’s number now.
So when you pick up and hear that little ‘beep…’ at the start, it’s usually a scam.

When you answer the call, it seems like there's nobody on the other end. It looked like a number worth blocking. Yes, I did.
