You will now get more calls. They do this to get you to answer. They want to know its a working number that they then sell to others. Annoying but don't answer the phone if you don't recognize number. There are scams that can charge your bill and so on. I just received a call from this number today, too. I have never donated to Heifer International and had never even heard of them before. They did not leave a message (What else is new?) and the Caller ID said Big Bear Lake, California. I never answer these calls. If I do not know who it is, I ignore them and report the number here. Than I also block the call so they do not bother me again. If these people do not want to leave a message, they are not going to have a call back from me!
