I got a call from 998-106-9899 and was scared to answer. I got a message and it sounded like my sister who is in Mexico on her honeymoon. So I texted her cell and she called me right back. She was calling on her cell phone from Mexico and that is the # that showed on the caller ID

This number is from someone who claims they are from ALLIANCE. They are a collection agency who locates relatives of debtors and tries to get you to influence the debtor to pay. They have no legal recourse with you if you are not the debtor so you can not only tell them to go pound sand, you can report them to your state's attorney general if you are on the "no-call" list. If you want to have some fun, while you have them on the phone pick up another handset and then ask if it's OK to record the conversation. They'll probably hang up.
