I don't answer when I see this number come up. Just can't be bothered when I've more important things to do than tend to people who are just plain ignorant.According to other sites like this it's out of Washington, D.C. via a verizon phone and/or server.
Got this call as well, many attempts. Finally got fed up and starting searching for info. This is a verizon wireless customer. I called their support line, found the account for the person but I couldn't get too far. I spoke with a support rep and asked if they have a complaints department, but they don't have one. They just suggested call the police and open a case with them.
this number called at 4:20 p.m. and didn't leave a message. I'm in Saskatchewan.

I finally left the phone off the hook for about 25 minutes and the calls have stopped.

I just tried to log into my SS account and could see that this number was trying to get a code to gain access. This country is OUTTA CONTROL. Hey Elmo is this you and your teen gang?
