No idea who this is, the person speaking is on a very garbled line so you can't make a single thing they say.Calls 4 times a day, most of the time after the legal hour your supposed to stop calling(10pm).
It is Applied card bank. If you get behind on your bill they send it to an overseas collection agenccy.

I just read that this is a "spoofed number" meaning whoever is using it is tricking the caller ID by using an incorrect #.
