I just got the same phone with the same story! I don’t think they are real!
@ 2:57pm received a call from 415-852-5900. No messages. I have nothing to do with Chinese Consulate.
didn’t answer but voicemail in chinese (probably cantonese) was left, 3 minutes long

Just received a call from this number but the caller ID said Switzerland. I did receive the same Chinese VM though and deleted it.
This phone kept calling me many times....when pick up this call, there is a recording regarding a SF Consulate matter which has nothing to do with me.....It is trying to steal some information from you for sure....
I got a call from 415-852-5900 and they left a message in a foreign language (chinese?). I have no reason to be called by the China consulate. Must be a scammer using a fake caller-id
Same experience: they called in Mandarin (I assume from previous posts--I don't know the language) on 4/11/18 and 4/13/18.
Did not answer my cell. Left message in Chinese.
Had these folks call me a couple of times, just a recording of a lady speaking in Chinese. I don't speak Chinese, nor have I ever been to China, so... I just hung up. Read through the thread for a detailed explanation of the scam.

Scam. An attempt to get bank account information and then a request to transfer money to the scammer's account.
I called Frontiers official phone number 1-800-921-8105, the agent I spoke to gave me this scammer number, they pretend to be frontier and offer a rebate and ask you to provide your bank account info to “send” the rebate. I hung up
