It appears this is a landline belonging to Electric Power Board of Chattanooga TN - which explains why these scammers only call late evenings and never leave a message. It more than likely is a spoofed number and attempts to call back would be fruitless.Never do I answer calls from numbers that are unknown to me or callers who don't leave a message!
I used to work for Wilkins research.This is pretty common practice among companies doing telephone surveys.Sometimes the number that shows on the CID is the client's number (the company that wants the survey done) and notthe call center's number.If you want to file a complaint with Wilkins Research you can use these numbers:(423) 894-09421 (888).894-9478
Number called, answering machine picked up, woman said "hello?", then "hello?", then "hello?". I couldn't help myself so I picked up the phone and said, it's an answering machine, you are supposed to leave a message. She said, "oh, sorry" and then hung up. Geez, not the brightest cookie in the jar.
I usually tell them I have been in touch with the Federal Trade Commission, the Consumer Protection Agency and the FBI, which I have. They usually hang up and don't call back.
Repeated calls. Never leaves message. Blocked number with call blocker.Phone doesn't ring anymore. Number just shows up on Caller ID. Result!

Since I’ve been receiving calls from this number I blocked my own number and tried calling back. The message state this phone no does not exist. Definitely a scam.
Been getting several call a day for the past two weeks. Not sure who they are or what they want
It's a scam. Ally Financial. I too do not have loans. They text me me often. They are persistent This phone # is close to the real Ally phone number but a tad off. TOTAL SCAM. Report to the real Ally.
Called multiple times this afternoon, picked up one. They says they are irs and wanted me to submit something. Find it fishy hanged up, they called one more time and never called again.

Seems dodgy - automated call saying Northern Light Eastern Maine, and to call back on the number, then wanting me to verify all my personal information - I don't think so.
