Caller ID identified this as "Informed Electo." "John" wanted me to respond to a quick survey with either a yes or a no. I hung up immediately. I'm aware of this scam.
The supposed "loved one" can still leave a message if that were the case.
Called my landline..... Caller I D shows Informed Electo......... called 3/21/2017.......I'm blocking them from calling me again.
How does one return a call to a number where the person left no message? Besides that, if there is caller ID on a business phone (the agency I worked for had voice mail, but no caller ID) but the caller left no message, why bother?
If the called party (receiving the call) does not have the feature, "Caller ID", then the calling party's # (transmitting or party making the call) doesn't show up on the called party's phone instrument (yours), even if there is a screen to see such an unknown number. Some phone instruments do not have a screen, believe it or not! Some telephone carriers (telephone companies) may not provide the number of the calling party. Therefore, there is no way to determine, in advance of picking up your handset (land line home phone), if the incoming call is a known #.Cell phone equipment is a whole different story.You (the called party) can miss an important call, without knowing it.In this case, it may be best (depending in your personal circumstances and needs) to inform all your important people at those numbers to leave a message, because you may not answer the call, if you don't know the number and/or who may be calling.Some carriers provide limited call blocking on their website free. Call blocking equipment can be purchased, which can provide the capability of a significant amount of call blocked number slots. True "call blocking" is designed to not allow the calling party's call cause your phone to even ring. Your carrier (telco) or the equipment you purchased stops that signal before reaching your phone(s).

The last call I got on November 15 after being dumb enough to answer their 1 question was a request for a $20,00 donation

It would appear to be in your best interest to get a call blocker. Unless you really get off on being abused by these people several times a day

I answered this one out of curiosity as I usually don't answer calls from numbers I don't know. Another annoying robocall. This time claiming to be calling from Medicare.
Would give it zero stars if I could.
