Just called here but I don't answer the phone unless I know exactly who is calling AND I wish to speak with them. They choose not to leave a message and now they're blocked. If they wish to contact me that can send me correspondence through the mail.

They can legally call relatives 1 time assuming you assert that right

This company called me looking for a relative. I am under orders to have zero stress and this call stressed me out. They did not have permission to contact me and when I inquired the Agent a male became curt and did not apologize for his mistake.

Oh, and let me add that under the laws of a collection agency they cannot ever contact a relative in regards to someone else's debt. It is against the law. Look it up under laws for collecting a debt or under the Federal Trade Commission/Fair Debt Collections Practices Act. This is a reportable offense.
