I filed a complaint and was told these numbers are a scam. Overseas countries buy these numbers and have the routed through all sorts of things and there is no way of "policing" them. Just another way telemarketers are getting around the system.
Didn't recognize the number on cell; so didn't answer it. You should do the same. Looks like B.S. prison phone scam.
Got this call on my cell this morning, missed it, tried to call number backseveral times so far, but just got busy signal.

called three times in less than 2 minutes! Came up as "Spam" sure enough.. pretty sure it is. No reason to keep calling and calling and calling.. Finally, blocked it. Never answered the phone, and.. glad I didn't.
