I thought there was a law stating that these phone solicitor's were not allowed to call people to harass them. When you tell them that this person whom they called is not at this phone number, they will not stop, they insist on talking to that named person, even if that person is not you. Someone should get the law loop holes fixed. What are our monies going to, surely not what or who they should be. Can anyone help with this? Let me know who to call (a real person, not a recording).

I just got a call saying I won a free lunch in Florida. To call back.............I live in PA.

The Only Way To Stop These Kinds Of Calls Is To Make Them Pay. Always Answer - They Have To Pay For Completed Call. Keep Them Talking As Long As Possible With Fake Info So They Have To Pay More.

I got a phone call yesterday from this number. But they didn't ask for me or tell me who they were. I said "Hello" and the person on the other end of the phone acted like they couldn't hear me. She was all, "Carrie, Carrie can you hear me? Is that you? Carrie?" I didn't recognize the voice so i hung up! What a bunch of bieotches. I bet they had a huge meeting on Monday on how to trick people into talkin to them. What a waste of skin!!!! Its programed into my cell now as a do NOT answer! UNREAL!

I have received phone calls from this number, when I called back to find out the reason of the call the company sad they have no record of my name or my phone number, so I do not know what is this about.

Thanks, guys and gals, for all of the information. I did not answer this phone number when it rang and have now successfully blocked it. I use a Droid X and Easy Filter for call-blocking.

Thank you. I reported all these numbers to the FCC and the BBB in Portfolio's area. The FCC replied and is going after them. The BBB made Portfolio take my number off all their calling lists. Yea!!!!!

Simply buy Android mobile phone. Download "afirewall" ( my choice ). Or any other caller id blocker software and enjoy never being bothered by Capitol One/Portfolio games again. By 2014 Portfolio will be out of business. Capitol One is big fool for buying them. Good luck trying to reach thousands of people who simply block you like rush hour traffic.... You aint gettin nowhere..... It just aint happenin... Give it up. LOL
