called twice at mid night, no messages and when calling back it's busy, bizarre

I get 10+ calls a day from this number. They leave the same voicemail each time - warning me that a sex offender moved into my neighborhood. I try calling back, and the phone picks up and hangs up. I know a sex offender moved in, I don't need 100 calls to tell me. At this point, it's harassment. I'm calling the 866 phone number, and hoping I get results.

These people keep calling me and won't stop it says to enter a code but I don't know the code. So basically every hour they call and it's really annoying.
