I missed 2 back to back calls from this number and they didn't answer when I called back. I wanted to make sure this wasn't an important call because I'm expecting calls about job offers

It says nancy Higgins. I did not pick up. Prob some scammers from some foreign country.

Got a call from this number. Only rang twice. Didn't answer because I didn't recognize the number. Don't know anybody who lives in WV. Thanks everyone for telling me it's BS.

Thank you for that vital information, Tom I appreciate it. I received a call from this number 540-463-3816 today 2 Dec 2013 on my home phone in New Jersey, but I did not answer it. I'm glad I didn't. The caller ID reflects: "Virginia Call"

Just got a call. Treated them to my stereo on max volume playing gangnam style. Took him half the song to figure out it was intentional.

They always find a way to get your phone number. I have a new phone and number and they all have found out what my number is. I dont know how, but they got it. Yes these are scamers, so be really careful.

Continued "Final Notices to lower credit card rate" pressed one to speak with rep and once I advised I wanted off their list they hung up... twice!!!
