It's an automated Paypal phone number 402-935-7733 for personal accounts. It's even listed in the Ebay help section.

Last month I didn't receive my Slate Chase invoice in the mail (thought rather suspicious).....so I had to call them to pay over the phone, and requested them to mail me a copy of the invoice, and there was that suspicious number PAYPAL *EBAYINCSHIP 4029357733 CA it had several charges beginning on 11/04 all the way up to 11/24.....had to cancel my credit card & ask for new ones.....grrrrrrrrr ! stupid mofos !

04/25/2014 @ 09:38:50 XXXX VISA PURCHASE PAYPAL *ALEKSANDERS 402-935-7733 ,CA Complete -$ 261.20This transaction caused US Bank to shut down my card on 4/25/14. When I talked to the fraud prevention guy, he made it sound like he was going to block the 261.20 transaction. Six days later I discover that US Bank let the transaction go through.Talked to the PayPal folks at the number listed on the transaction (402-935-7733). Was that a mistake to not directly look their number up? Anyhoo, guy said they would look into it and I should see a credit on my account soon. Feels like this isn't the end of this.

Received call from above number then called back and they wanted thye last four digits of my Soc Sec # I hung up. They said they were Pay Pal but I won't give last four digits of SS on phone and they shouldn't ask on the phone for that.....

A Freakonomics podcast earlier this year said you're dead on about why the charges and interest are so high. I think they estimated CC fraud at 3% of the US economy.
