same story here. been calling me for days and weeks. no end insight. I have never picked up phone or reply to any of calles. it just keep calling. obviously SCAM.
if you accept this 713 call it will walk you thru setting up an account via credit or debit card then you can accept incoming collect calls from 713-981-0098. It seems that the local jails and prison systems (throughout the US) contract w this company to handle inmate calls. just remember that the amounts you deposit are $25 or $50 and the remaining funds if not used in 90 days disappear. Also when setting up the account this takes a couple minutes and if you disconnect by accident you can not call them back to re start the process. This happened to me and I had to wait for another call from a inmate to start over and set up the account.
You people are stupid. The reason the recorded system is asking you to create an account and pay $25 or $50 is because the inmate is using a prepaid phone but the only thing is that he never put money into the phone to call you because his in prison, so since its a prepaid phone his calling you on in jail or prison that he never put money in in order to call you, the pre-paid phone system needs somebody to pay for the call cause they arnt going to just let the call go for free. Since the inmate obvisouly doesnt have any money the pre-paid phone system expects you to pay for the call.It is not a scam unless the inmate calling is someone you dont know. I have a friend who was hanging with the wrong people and went with them to do something and he didnt realize what. But then he got arrested and then was released for 3 months because of the court case. Then on Dec 2 he was sent to jail. Ever now and then I get a call from 713-981-0098 saying an inmate is trying to call me, then it goes to a temporary voice from my friend. The answering machine will say the inmate (then it will go to the recorded message from the inmate), then I hear my friends voice saying Yo it's me, so I try to answer the collect call but the system wants me to create a prepaid service for calling him.. But I dont have that kinda of money to set that up. Later I get the same number calling me but this time the recording machine says the inmate, then I hear my friend saying "Yo I can hear you its recording". So basically when an inmate from this number calls you they will hear everything your saying, so if you dont kno anyone in prison or jail then becareful because allthough you cant hear them on the other line they can hear you perfectly. So I took advantage of this by asking a question to my friend while the recording is asking if I would like to except the collect call. Then I hang up and 2min later the same number calls again and says the same thing, an inmate at xxxx is trying to reach you then it goes to the recording of the inmate and then I hear my friends voice answering the question I asked during the first call when the recording machine was asking if I wanted to except the collect call. So yes you dont have to pay the stupid prepaid system but its a little more difficult cause the inmate calling only has 3 or 4 seconds to leave whats supposed to be his name.
This number IS NOT A SCAM. It is a contract company that handles collect calls from inmates in jails throughout the entire United States. I think cities and county jails contract with them so they don't have to deal with the phones for several hundred inmates all day long. If you listen to the call it instructs you how to deposit funds for your inmate to make collect prepaid calls. This is due since most, if not all, cell phone contracts will not allow you to accept regular collect calls and most cable companies and internet phones will not either.
The company, Global tel 713-981-0098, is not trying to scam anyone. They are a legitimate company that sets up prepaid accounts so inmates at various prisons around the country can call friends and family. When my dad was in jail, this was the number that showed up on my phone whenever he called and I set up the prepaid account like the recorded message instructs. It was actually really convenient. That being said, the inmates using the the prepaid calling system could be trying to scam whoever they are reaching at the other end. If you don't know the person calling you from this number (they will state their name during the recording), they might be trying to scam you, or get you to contact a friend or family member for them. When my dad was in jail, other inmates were always asking for him to ask me to contact and rely messages to their friends and family members. Some inmates are really desperate to contact loved ones, but they or their loved ones don't have the money to set up an account, so I think thats were the scamming part comes in.

This is a centralized number for various county jails. I have a friend who is in San Mateo County jail (Redwood City, CA) who tried reaching me and this is the ## that showed up. So stop freaking out it is not a scam. But I guess if you think someone from jail is trying to contact you when they shouldn't (like you were on a jury or a witness), then you need to contact your local sheriff. There is no appropriate call type for this -- it should be 'collect call from jail' or something.
This is a jail line if someone is in jail and they call you this is the number that appears. So, if you have a family member in jail and receive a call from them this is legitimate; however, this would also be the same number that appeared if an inmate in that same jail was attempting to scam you. It is a universal line so use caution.
Thanks for posting info about this scam. I just got a call from this number 713-981-0098 saying that someone is arrested and gave me the *721 number to call and look for Sargeant Flores. I told that caller that it is impossible that someone would give this number as the emergency contact number...I haven't given this phone number out to any family or friends. So I looked it up on the internet and found all your posts. Thanks for that. Please don't fall for it.
