They don't "own" but ONE number, what they are doing is called SPOOFING.. It is legal but yet again, grey area

This company dredges up old debt that was long ago written off by the original creditor. They do not care if you ever really owed the debt, or if you are even the correct person. They get your number and call you for years.

Actually, PRA controls a ridiculous volume of phone numbers, many acquired from the defunct telco Sunrocket. The cost per number is so trivial that PRA doesn't need to spoof, and has not been reported doing so.

I would edit this to read "stay off the phone if your lips are loose". In some jurisdictions they won't need your funding, but mere admission from you that you're somehow responsible to pay. A seemingly innocent plea like "I don't have the money" can be enough. When I talk to collectors, my mission is to extract information and never surrender any. If you can't handle this, stay on your paper trail. I would love to get a caller like Alf described, and name him as "Defendant" for trying to dictate my financial management.

I've gotten call apon call from these guys, at home, work and my cell phone.

Capital One. They are calling regarding a credit card I had although I set up a payment plan with Capital One and paid the debt in full.

PRA traffics often in Cap One debt. It's likely not Cap One placing the calls. If you find that either company is posing as the other, you have a FDCPA violation to use as ammunition. Be sure to dispute the dunning letter you are due. Your problem is not going away by itself.
