I've been getting about 3 calls from them on my cell a day as well. I have never lived in Austin & haven't even driven through there since 1996, so I'm thinking scam too.
Received a phone call today in Ca. from 512-371-7143 call went to my voice mail, the person calling did not leave a message after a long 5min. of silence they hung up. Looked up 512-371-7143 on the Internet and found all the stories connected to this number,thanks this is helpful this number is now on my reject, and blocked list.
I think if you got a ticket you would receive notification in the mail. This is most likely a scam company. I dont have any outstanding parking tickets or traffic violations.

Called my home phone but didnt leave a message on the machine, so its not just cellphones. Ive never been to Texas, no credit cards, no unpaid utilities or fines/tickets, just student loans. I think if I see them calling again I will talk to them and try to carry on a conversation about football, old times, the weather or something. Maby ask them to google this phone number. Heck, maby break out a soundboard.
Called my husband's phone yesterday. If he gets an unknown he won't answer. Did not leave message either. Yeah it looks like they are only calling cell numbers and useing up the minutes.

Got my name wrong, no where near close to the person they're trying to scam/contact. Call came from North Texas, left no company name, nothing. Shady asf, 888 area code is commonly used by scammers so this may not be legit.

Sent an email trying to encourage people to call Bank of America at this number. As phishing attempt go, this one was better than most. I can smell these things a mile away.
