Yes Its Definitely A Scam...Inmates are actually having access to do this If you don't know the party do not give any info..they will say the number lets the inmate talk and say its name and the state but it doesn't..its definitely a scam !!
and the scam is you cant understand what they are saying...and so people actually think its real and give money out its a scam people !!

I also received a call from this # on my cell that I've had for many years. The only thing I can figure out is that I responded to an ad on Craigs List for a used vehicle and left my phone #. It turned out that the ad was a con and the # on the ad was a New Jersey #. I have a feeling this is related.
