Recorded message, my car warranty was about to expire, MY FINAL WARNING! At least it was my final warning until the called back 3 more time in 4 hours.

Appears to be a legitimate real call from police/public safety testing phone systems.
Then these jokers should identify themselves as local law enforcement ; every time I see a number that doesn't have my area code (541) , I'm going to assume they're sales [***].

This system is used by thousands of cities, counties, and local government for getting critical information out to their community. Emergency notifications done by federal, state, or local government are NOT subject to the Telephone Consumer Protection Act (AKA: no call list). However if you want to opt out you can call your local police or fire dept and ask to opt out. After signing a document you can.
