Does the Do Not Call registry work or not?

i have put my number on the do not call registry several times (as well as made formal complaints) and have never received relief from solicitors.

After checking the unknown number via internet, it appears to be a scam call requesting credit/debit card information for sending a 'free gift card'.

says my bill is overdue from Pepco. I have 0 balance...

Randomly texting me links claiming I won a gift card. Definitely fraud.
