When I called right back, the recorded message came on saying, this number is not in service.

It's very annoying and disruptive.

said there was a complaint filed against me and to call them back or they would proceed with legal action. Did not call back, I figure if it is a legal matter they would not have left a voice mail.

Got a call from this number and missed it ..Tried calling it back and got message that this number isn't active!

Used in a scam email claiming to be from Amazon.

Pretending to be an official agency. Started talking as soon as my voicemail started, so half of it was cut off, but included a threat at the end (Deliberately ignoring this message will be seen as willful non compliance, etc.)
